First Rare Earth Export Quota Released in 2012

On May 17, the Ministry of Commerce issued a notice to supplement the release of the first batch of rare earth export quota for 2012. Twelve companies such as Baotou Iron and Steel Group and China Aluminum Corporation received a total of 9,490 tons of light rare earth export quotas and 1,190 tons of medium and heavy rare earth export quotas, totaling 10,680 tons. According to the notice of the Ministry of Commerce, the enterprises that issued the quotas this time are those enterprises that have passed the second batch of environmental verifications by the Ministry of Environmental Protection.

In the list of supplementary allowances, Inner Mongolia Baotou Rare Earth (Group) High-tech Co., Ltd., which is the largest rare earth group in the north, is still not on the quota list. According to the notice, for companies that have not yet passed environmental verification, such as those that have passed the environmental protection verification of the Ministry of Environmental Protection before the end of July 2012, the Ministry of Commerce will immediately issue quotas; if it has not passed the environmental protection verification of the Ministry of Environmental Protection before the end of July 2012, The Ministry of Commerce will no longer issue export quotas, and the remaining quotas will be allocated separately. In addition, the amount of quotas issued this time is calculated based on the export performance of related companies from 2009 to 2011. The quantity issued is approximately 80% of the company's full-year quota.

The notice also stated that Jiangsu Zhuoqun Nano Rare Earth Co., Ltd., Suining Rare Earth Industry Co., Ltd., and Changshu Shengchang Rare Earth Technology Co., Ltd. (formerly Changshu Shengchang Rare Earths Smelter) have established a joint venture with the controlling shareholders of China Aluminum Corporation. Aluminum rare earth (Jiangsu) Co., Ltd. At the request of the above-mentioned enterprises, the export quotas of Jiangsu Zhuoqun Nano-Rare Earth Co., Ltd., Suining Rare Earth Industry Co., Ltd., and Changshu Shengchang Rare-earth Science and Technology Co., Ltd. were transferred to China Alcoa Rare Earth (Jiangsu) Co., Ltd., a subsidiary of China Aluminum Corporation.

In December last year, the Ministry of Commerce announced the first batch of rare earth export quotas for 2012, of which 11 companies that passed the environmental protection audit obtained the first batch of export quotas of 10,546 tons in 2012; for the 20 companies that did not pass the environmental protection review, the Ministry of Commerce The first set of allowances reserved was 14,358 tons. According to the list of supplementary export quotas announced by the Ministry of Commerce, the amount of the first batch of allowances reserved by the Ministry of Commerce still has 3,678 tons remaining.
