The tender was jointly commissioned by the Ministry of Finance and Economic Development and the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission. China Electronics Import and Export Corporation stated in the tender announcement that with the implementation of the national energy conservation and emission reduction policies and the gradual maturity of the market, the financial subsidies and promotion scale of fluorescent lamps will be gradually reduced in the future, and the scope of financial subsidies promotion will be withdrawn in a timely manner. Other efficient lighting products such as energy-saving and environmentally friendly semiconductors (LEDs).
The tender announcement clearly clarifies that the bidding focuses on promoting low-mercury and micro-mercury products, requiring enterprises to implement cleaner production and increasing the recycling of waste fluorescent lamps; focusing on promotion in small and medium-sized cities, rural areas and underdeveloped areas, and in principle, promotion to rural and underdeveloped areas. The proportion is not less than 70. The industry believes that the 2013 annual tender will focus on promoting low-mercury and micro-mercury products, which will speed up the elimination of backward production processes by SMEs.
