China began construction of biodiesel forest pilots in 2006, and issued the “Implementation Opinions on the Development of Bio-energy and Bio-chemical Fiscal and Taxation Support Policies”, proposing the development of biomass energy in four fiscal and taxation policies. The first is the establishment of a risk fund system and the implementation of elastic loss subsidies; the second is the subsidies for raw material bases; the third is project model subsidies; and the fourth is the implementation of tax incentives. These measures have won a good opportunity for China to accelerate the development of the biodiesel forest industry.
At present, all parts of the country are actively promoting the construction of biodiesel forests on a large scale. According to the agreement signed by the State Forestry Administration and PetroChina to develop a forestry biomass energy framework agreement, in 2007, they were jointly constructed in seven provinces (regions) including Yunnan, Sichuan and Inner Mongolia.
