The report stated that the implementation of the "Regional Motor Vehicle Cloud Inspection Operation Management" comprehensively solved the problem of motor vehicle pollution prevention and control, and is the most scientific, economical and effective technical measure for implementing motor vehicle pollution prevention and control in China. If the policy can manage the vehicle hierarchically, limit and eliminate the over-standard vehicles and high-pollution vehicles, it can effectively prevent and control the total amount of motor vehicle pollution, and can scientifically reduce the total amount of motor vehicle pollution (CO, HC, NOx) by more than 70%. The report also counts carbon dioxide (CO2) pollutants emitted by automobiles, accounting for 97.12% of pollutants, which is the largest pollutant emitted by motor vehicles; this indicator is not included in the national motor vehicle inspection standards. According to Deputy Director Xie Feng of Shandong Environmental Protection Department, as the second largest province in terms of motor vehicle ownership in the country, strengthening the prevention and control of motor vehicle exhaust pollution and improving regional environmental air quality have always been the key tasks of environmental protection work in Shandong Province. From October 14th, Shandong will test the vehicle exhaust gas cloud detection technology in four cities such as Jinan, and accurately classify and manage the vehicle's sewage discharge quantity.
